                      static magnetic depth determination with the measurement of
                      the propagation time of an electromagnetic radar wave. The
                      rebar in the bridge or parking deck under test are used as
                      reflectors for the two-way reflection time measurement with
                      ground-penetrating radar. The depth of the reflector steel
                      is determined by a measurement of two components of its
                      static magnetic field. This magnetic depth determination is
                      independent of the dielectric properties of the covering
                      materials. Comparison of the radar delay and the
                      magnetically extracted depth yields the averaged dielectric
                      permittivity of the concrete and asphalt cover which can be
                      used to determine its moisture. Provided that the moisture
