German Energy Concept versus Grid Development Plan 2012. A discrepancy?

Abstract: This presentation describes and analyses the discrepancies between the Energy Concept of the German government and the Grid Development Plan 2012 (NEP2012) of the German Federal Network Agency. These discrepancies are of crucial relevance for the transformation of the German energy system since the NEP2012 scenario forms the basis of a legislative procedure for the grid extension in Germany. The analysis shows that the scenario of the Grid Development Plan 2012 differs significantly from the German Energy Concept. The different assumptions for the future generating ca-pacities in the power sector have a large influence on the whole energy system. The larger shares of renewables in the NEP2012 scenario lead to increasing costs compared to the EC scenario whereas the CO2 emissions in the power plant sector are even higher. Therefore it is important that these discrepancies between both governmental concepts get clarified. This would lower the risk of implementing inefficient and contradictory policy measures.
