Abstract: The Horizon Europe Policy Support Facility (PSF) has been set up by the Directorate-General for Research & Innovation (DG RTD) of the European Commission. It supports Member States and countries associated to Horizon Europe in reforming their national research and innovation (R&I) systems. The specific support to Ukraine on Research Infrastructures was carried out between May 2024 and May 2025 by a panel of six independent experts and two national peers. The report provides general policy messages and detailed recommendations for improving Ukraine's Research Infrastructure policies, in particular on Governance and Management, the Funding System, Open Science, and International Cooperation
