Abstract: The integration of renewable energy sources increases congestion in transmission grids, driving up redispatch costs and carbon emissions. Transmission Topology Optimization offers a cost-effective solution by reconfiguring grid topology through strategic switching actions. While research highlights the potential of Transmission Topology Optimization, practical adoption is hindered by computational complexity and insufficient consideration of operational constraints. This paper bridges that gap by compiling a comprehensive set of constraints essential for real-world implementation in congestion management. Drawing on expert interviews with European Transmission System Operators, we identify constraints that ensure physical feasibility, N-1 security, voltage stability, and operational practicality. Key aspects include limiting branch currents without creating new congestions, minimizing switching actions, maintaining safe voltage angles and magnitudes, and coordinating with neighbouring grids. The list was compiled by presenting topologies to the operator, asking the question ``would you switch this topology, and if not why?''. By codifying the responses into operational constraints, this study accelerates the transition from theoretical models to practical solutions, enhancing grid flexibility and resilience under high renewable penetration.
