Abstract: Questions pertaining to environmental economics require models which not only encompass economic, but also technological and scientific aspects. DIOGENES is an example of such an economic model with a technological foundation. This model makes it possible to examine the evolution of an industry including the induced economic and ecological effects, taking into account the vintage structure of the capital stock as well as technological, economic and socio-political restrictions . The example of the electricity supply industry in Baden-Wtirttemberg shows that the rate with which environmental targets can be achieved regionally and possible technological substitution may be misjudged if existing structures and restrictions are disregarded. Above all the composition of sectoral capital stocks and existing technological, economic and legal restrictions should be taken into account whenever policy-makers want to influence technological developments using economic instruments : A comparison of different scenarios reveals that price signals sent out at the wrong time or characterized by an inappropriate price level may result in environmental targets not being met as planned or only at great expense.
