Abstract: This annual report of the Institut für Kernphysik (IKP) at the Kernforschungsanlage(KFA) Jülich covers the period from January to December 1983. Here wereport on research activities and on technical developments performed by membersof our institute and by guest groups using our cyclotron JULIC.The Institut für Kernphysik consists of two experimental institutes, a theoreticalinstitute, a newly created unit "Betrieb und Entwicklung kernphysikalischerGroßgeräte", and several common support groups. The solar energy groupis included in one of the experimental Institutes.The majority of the experimental research has been performed at the Jülich IsochronousCyclotron (JULIC), and for about 50 % of the experiments the magnetspectrograph BIG KARL has been used as detector system. The cyclotron acceleratesprotons, deuterons, $^{3}$He and $\alpha$-particles from 22-45 MeV/nucleon, whichhave been used in basic research as well as for the radio-isotope productionfor bio medical application. About 20 % of the available beam time of thecyclotron has been used by guest scientists and users from other institutesof the KFA. In addition some of the experiments have been carried out at theKFA reactors: Neutron rich nuclei were studied with the on-line separator forfission fragments (JOSEF), and the Aachen-IKP collaboration searched for $\gamma$-events in conection with the question about hexistence of axions. Also in the past year there was an intense scientific and technical exchange due to guest groups at the cyclotron and many visiting scientists in the variousunits. There exists an especially strong collaboration with Prof. Hagedoorn andhis groups of the Technische Hogeschool Eindhoven. Prof. Hagedoorn is temporarilyhere in a position as consultant.The investigations of giant resonances were concentrated on the charge exchangereaction ($^{3}$He,t) around zero degree to study isovector giant resonances inheavy nuclei.Investigations in nuclear spectroscopy showed the low lying rotational bandsin the Os--isotopes combined with low frequencies in the region of bandcrossing. Other nuclear spectroscopy studies have revealed excited nuclearstates which result from the coupling of two nucleons with one- and two phonon octupole vibrations . In the A-100 region rotational bands have now been observedsystematically and Nilsson assignments have been male. [...]
